(Revised July 2009)
1. Membership:
1.1. Members must pay $10.00 annually in order to vote, play on the
ladder, and hold a line.
1.2. Each CGLTA member has the right to vote on all proposals. New
proposals may only be brought up at board meetings. Every CGLTA member
will receive a ballot. The secretary will post the proposal(s) within
three days. The ballot box will be available for two weeks. A simple
majority is needed to pass a proposal. The Rules Chairman, Board, and
any interested party, will count the votes on the designated date.
Results will be posted on the tennis board, and all members with
current email addresses will receive results via email. When a proposal
is passed, it will go into effect on the date designated by the board.
All members will be notified of the effective date of any changes
effected by the vote before the proposal is voted upon. An appeal may
be made in writing before the proposed change(s) go into affect. Cross
Gates Manager and the Director of Adult Tennis reserve the right to
make any changes they deem necessary.
2. League
2.1. Members not available to travel for matches may not hold a line.
2.2. A player must play 2/3 of her Northlake matches to hold a line the
following year. This excludes maternity and serious injury or illness
exceeding six weeks.
2.3. Players will choose which league(s) they want to play and shall
play according to their position on the ladder.
3. Substitute Rules
3.1. Subs will be used according to ladder positions except when teams
below them have signed to play on that league.
3.2 Singles subs signing up to sub for divisions with more than one
team will be placed in a pool and names will be drawn by team captains
in order to determine for which team they will sub for that season.
3.3. Crescent City League: "A" and “B” team Lines 1-4 may use a single
sub if she has a higher USTA ranking. If no ranking available, see Club
Pro.
3.4. Northlake League: Use single subs for Lines 1-2 if USTA ratings
are higher than ladder positions.
4. Doubles Ladder Rules:
4.1. The ladder book will no longer be used to record challenges. The
CGLTA Computer will be the “Official” public record of all Ladder
Challenges.
4.2. No mandatory side-by-side monthly challenges.
4.3 In order to propose a challenge, the challenging team (the
“Challenger”) must contact the Ladder Chairperson to propose the
challenge. Once the Ladder Chairperson has determined that the proposed
challenged team (the “Challengee”) is available to accept a challenge,
the Ladder Chairperson will contact the Challengee to inform them that
they have in fact been challenged.
4.4 After being contacted by the Ladder Chairperson, the Challengee
must contact the Challenger and offer four (4) match dates and times
within 48 hours of being notified of the Challenge by the Ladder
Chairperson or the match will be forfeited and the Challengee will be
required to drop one line on the Ladder. Challenger will choose one day
within 48 hours or the challenge will be dismissed.
4.5. No team already on the ladder is ever required to issue a
challenge to any other team. All challenges will be open challenges.
4.6. Matches must be scheduled Monday-Saturday before 4:00 p.m. Only if
all dates and times are exhausted, and all four players agree, can
matches be played after 4:00 p.m. or on a Sunday. Challenge must be
completed within 4 weeks. If players cannot agree on match time, the
Director of Adult Tennis will intervene.
4.7. The Challenger will bring new balls and make the court
reservations.
4.8. Winning teams will input the match scores in the Ladder Program on
the CGLTA Computer and will notify the Ladder Chairperson of the
completion of the match.
4.9. In case of a rainout, teams will have two additional weeks to
complete challenges.
4.9. Any team that forfeits three consecutive matches will be dropped
from the ladder.
4.10 A team does not have to accept a challenge at a location other
than Cross Gates.
4.11. USTA rules apply to all matches.
4.12. A 15-minute grace period will be enforced using the Pro Shop
clock (USTA rule).
4.13. Any infraction of the ladder rules will be brought to the
attention of the President, Ladder Chairman, or Rules Chairman.
4.15. If a team wishes to get off the ladder after April 30, it can do
so and still hold its line until the end of the season.
4.16 If a team wishes to get off the ladder at any time, the Ladder
Chairperson must be notified.
4.17. RULES FOR OPEN CHALLENGES
4.17.1. In order to propose a challenge, the challenging team (the
“Challenger”) must contact the Ladder Chairperson to propose the
challenge. Once the Ladder Chairperson has determined that the proposed
challenged team (the “Challengee”) is available to accept a challenge,
the Ladder Chairperson will contact the Challengee to inform them that
they have in fact been challenged.
4.17.2. Teams currently on the ladder who wish to challenge up, will
not be required to get off of the ladder to challenge for a higher
position. However, a team currently on the ladder may not challenge a
team higher than three lines up from their current position.
4.17.3 Once the challenge has been accepted by the Challengee and a
Play Date agreed upon, the Challenger must notify the Ladder
Chairperson of the proposed play date immediately so the challenge can
be entered into the CGLTA computer.
4.17.4 The Challengee must give the Challenger four (4) match dates and
times within 48 hours of contact or match will be forfeited. Challenger
will choose one day within 48 hours and notify both the Challengee and
the Ladder Chairperson of the proposed play date.
4.17.5 After a challenge has been accepted, the teams involved have
four (4) weeks in which to complete the challenge. During that four
week period, only
the Challengee is exempt from accept any other challenges. The four
week period ends on the play-by-date which is automatically calculated
by the CGLTA Ladder program. The Challengee is open to be challenged on
the first day following the Play-By-Date.
Example: If a challenge is made on 4/14/09, the Play-By-Date would be
5/12/09 (which is 4 weeks later). The “Challengee” would be open and
required to accept a challenge on 5/13/09.
4.17.6 After a challenge has been played, the Challenger is immediately
open and required to accept a challenge.
Example: If a challenge is made on 4/14/09, and the match is played on
4/16/09. The Challenger can be challenged immediately after the match
scores have been reported to the Ladder Chairperson.
4.17.7. All teams wanting to hold a Northlake League line must be on
the ladder absolutely no later than two days before the Northlake
letter of intent is due. Anyone getting on the ladder after the
aforementioned date will be eligible to sub.
4.17.8 A team can accept only one challenge at a time.
4.17.9. A team may not get on ladder through forfeit; however, a team
may get on the ladder through retirement (injury during match).
4.17.10 No team is required to accept more than one challenge in a four
(4) week period. However, teams may make challenges as often as they
like with provided they do not have an open challenge (waiting to be
played.) A four (4) week period is described as the date a challenged
is first proposed through the play-by-date of that same challenge.
4.17.11 Failure to accept and play an open challenge will result in the
challenged team dropping one line.
4.17.12 Open challenges may only be refused due to serious injury. If
the injury exceeds six weeks, the team must get off the ladder. If a
team is challenged, the Play-by-Date will be extended from four weeks
to six weeks. If the Challengee is unable to play the challenge during
this six week period, the Challengee will be removed from the Ladder.
4.17.13 Teams challenging on the ladder for the first time will be able
to challenge at a position consistent with their USTA NTRP rating.
(Example: two 4.0 players would not be required to challenge a team at
the bottom of the ladder).
5. Grievances:
A grievance may be filed if a member feels that an injustice has
occurred with a CGLTA member or team. An explanation of the grievance
must be submitted in writing to the Director of Adult Tennis and the
Board. All decisions are final.
